Abstract

The main objective of this paper is to show how the community associations emerged and gained strength in the political scenario of the city of Recife. We analyzed its articulation with the municipal public power during the end of the Military Dictatorship and at the beginning of the country's democratization process. As well as their direct relationship with the mayors and politicians of the time, the way in which they were administratively organized and their role in the communities and in the political sphere of the city. To understand this, we used the crossing of data from publications of books and booklets on the subject prepared by the bodies of studies of these social movements, as well as the community newspapers and the Official Gazette of the City Hall of Recife. From the information collected, we verified how important neighborhood associations were during the 1980s for the insertion of residents of the shantytown in the political life of the city, expanding democratic actions without waiting for measures from the federal government.
