MUDANÇAS CLIMÁTICAS E MODO DE VIDA RIBEIRINHO: BASES PARA A GOVERNANÇA DE RISCO NO AMAZONAS
Abstract
The Amazon hydrological regime is characterized by well-planned periods of flood and drought. This seasonality conditions the dynamics of Amazonian man, especially those who settled along the banks of the rivers. Such could integrate the group of traditional communities, which are more exposed and receive the occurrence of the extreme climatic phenomena. In this case, risk governance emerges as a proposal to avoid and minimize the adverse effects that nature resisted these children. This work presents a reflection on coping with extreme weather events by riverside communities and how empirical knowledge can contribute to supporting the foundations for risk governance in areas of socio-environmental vulnerability. The methodology adopted was the bibliographical survey regarding the climatological variability, its effects on the way of life of the Amazonian riverside individuals and how they behave in the face of these events. As a result, extreme droughts and floods have been affecting the dynamics of these Amazonian individuals, influencing their adaptive and cultural abilities. It is also verified that despite the availability of human, physical and financial resources, and the management instruments available in the Amazonian municipalities, there are no effective actions applied to risk governance. On the other hand, the experiences of riverside individuals can indicate ways to build governance plans capable of avoiding or mitigating the suffering of riverside dwellers during severe episodes.
