Abstract

Seeing the State as an active agent in the process of formulating and implementing public policies brought great contributions to the study of the field, among them the importance of the participation of different actors in such a process, in particular the State actors who deal directly with social demands, also called street-level bureaucrats. Thus, it is essential to protect the rights of these professionals, including stability and autonomy in the face of their work, for the consolidation of the state bureaucracy, for the success of the public policy process, and the improvement of the quality of services provided by the State. Given this, we seek to reflect and discuss in this theoretical essay, especially in the field of Education, the following question: what are the consequences of the lack of stability of public servants?
